You're thinking of the Omega upgrades from the anniversary?

The Ultimate upgrades that come with master key 20-packs take you to Mk XV Epic with just one upgrade.

For 99.9% of items yes, it's guaranteed. There are some kit modules that will only go to Ultra.

That's a good point. All crafted kit modules have the UR limit, and some rep / fleet holding kit modules might have that limit too.

If an object is not capable of becoming Epic then the upgrade will only make it Mk XV Ultra Rare.

What’s lucrative about the ultimates as well is that it will not only max out an item to MK15 epic (or MK15 ur in case of some kit modules) but will likely apply so many points that that it will get you also to the next MK increase yet to be released. Perhaps even further iterations in quality.

I was surprised at that back then when MK15 came out some items of mine got there without me applying further tech.

the ultimate tech upgrades take your item to the current maximum grade and quality the item can achieve. when mk xiv was the limit, they took things to mk xiv gold. When mk xv became the new norm, it started taking them to mk xv gold. You only need one upgrade to do it.
