Discovery character with operation bundle

in PS4 Gameplay Bug Reports
On console the Discovery Character finished tutorial but can’t access the Gagarin or the shran please help other Starfleet factions can access them at level 3 which is end tutorial conclusion but not Discovery.

    After the tutorial your supposed to have access to the T-6 scaling ships of operation bundle but the Discovery character must wait till they are in 2409. They can access walker but not the Gagarin or the shran.
