Just wanting thoughts on the best current carrier or carriers.
I mainly play either the Jem'Hadar carrier or Romulan T'Laru. I prefer to let my pets do most of the damage, so suggestions on pets is also appreciated.
Of those two, I currently use Elite Jem'Hadar gunboats and Advanced Romulan drone ships.
I'm also open to recommendations on other carriers and pets.
The Breen Sarr Theln is a fun SCIENCE! carrier that's tanky and flies decently, and the Plesh Beck frigates do a good job. of attacking Commander Science lets you grav well 3 your enemies to make it easier for the frigates to tear them apart. The "heals heal your pets too" trait is also nice.
If you missed the events, to get this and the frigates you'd need 2 epic Phoenix tokens, which might take 8+ million dil to get. Still, the 2,000+ upgrade tokens would last you a good long time.

This is also dependant on which faction you are allied with. Otherwise we're limited to crossfaction options. KDF side I've actually been having fun with my Sarco. Fed side... don't actually have a full carrier commissioned, and am currently limited to just the T5 Atrox for Fed specific.
That being said...
Both the Breen and Vorgon Carriers aren't too bad. The Vorgon Carrier might edge out just a bit because of native frigate pets. https://sto.gamepedia.com/Vorgon_Ryn'kodan_Carrier

Beam Arrays also mean that they hit harder from more angles than just the front like with the Plesh Brek frigates.
Another thing to consider is that if you have one of the Cardassian Flight Deck Cruisers... their Frigate pets are NOT bound to ship, meaning you can equip ANY carrier with Cardassian Yukawa Frigates. https://sto.gamepedia.com/Hangar_-_Yukawa_Frigates
If you mean the Jem'Hadar Dreadnought Carrier (JHDC), instead of the Vanguard, the bug ship pets (Hangar - Jem'Hadar Attack Ship) surprised me in a good way over the Gunboats, and I felt the Gunboats were pretty good. Pretty expensive to get since you need a Jem'Hadar Attack Ship kept opened on that character, with the cheapest being an Ultra-rare Phoenix token (depending on luck, a few million Dilithium,) with higher end being from the 'Promotion!' boxes coming in at 1+ Billion EC. I got mine from Phoenix, and I was mainly going for the upgrades. Can't equip them on any other ships, not even the Vanguard Carrier.
Best pet overall is likely the Styx's Elite Terran Empire Frigates (See Cryptic's Blog) with them having a large number of wide-arc weapons, Attack Pattern Beta 3(very good debuff), Suppression Barrage III(decent debuff), and Fire at Will 3 (to spread the debuffs around). Sadly, you can use them on only the Styx, and the Styx only has one hangar.
Another really good pet are the Elite Tholian Mesh Weavers, which also have Attack Pattern Beta III and Fire at Will III, but don't have as many wide arc weapons. However, they fit the Tholian Recluse Carrier, which is a very flexible two-hangar carrier with a Commander Universal slow, with the downside of it limited to being T5-U right now.
Best carrier from the stand point of the damage the carrier itself can put out is likely the Tzenkethi Tzen-tar Dreadnought Carrier with it having 5x Tactical console slots, 1 Universal console slot, and Miracle Worker hybrid on it's Commander Tactical. However, it's really expensive at 1+ Billion EC, and I've heard the frigate pets aren't all that great.
As for the other recommendations others have put out:
The Sarcophagus Dreadnought Carrier isn't that much better than a JHDC, particularly a T6 JHDC. It's big claim to fame is that, well, it's pretty big and very ornate. Also, the second highest hull modifier in the game. It's excessively slow and slippery, even compared to most other carriers which aren't the speediest in general, to the point I was about to shelve mine, but then I unlocked the Competitive Wargames engines (Fortified in my case) and those can make anything move well.
On the Yukawa frigates, only get the basic version, as the higher end versions swap out nice wide arc having beam arrays to narrow arc dual beam banks which the pet AI doesn't handle well. They're OK, but a bit slow and no area of effect abilities like FAW, unless you have the trait from the Engle escort carrier (cheap if you're KDF allied).
Breen and Vorgon carriers I'll let you evaluate yourself if you have the account unlocks for them, but I wouldn't try explicitly for getting an Epic Phoenix token for either.

I'm using the Terran Taskforce set myself, and have her built to take into account the low turn rate. So she's a beam build that mostly broadsides. Main advatage she has IMO is the Command seating, and being able to use Suppression Barrage because of it.
I like just about any carrier. I do like the Vorgon carrier best out of the ones I've tried as the frigates that come with it are quite good. I've unlocked the Atrox, so I'll be trying that out soon on someone, probably one of my Caitians just for because Caitian should have Caitian ship. I'm pretty sure I can get it to do pretty much what I want without spending anything as I only play normal content, which a T5-U can do.
Now a LTS and loving it.
Just because you spend money on this game, it does not entitle you to be a jerk if things don't go your way.
I have come to the conclusion that I have a memory like Etch-A-Sketch. I shake my head and forget everything.

I have a fleetmate who made a T5 Atrox into a Weapon of Terror we call the Spamtrox. All those Heavy Plasmas...
Just imagine 2 full wings of Elite Scorpions, on top of the carrier itself being equipped with Romulan Hyper Plasma.
That is a LOT of Heavy Plasma.
Personally, I like the Valkis Temporal Heavy Dreadnought Warbird, as my carrier of preference. Had the ship since it first release, and have played it as my main ship ever since (Liberated Romulan Borg). The pets do really well since the balance changes were done (no more core breach pet deaths, and there was much rejoicing). Wouldn't say they are over the top, but they do get the job done at least. Not sure how they compare with the Jem'Hadar frigates though.
As to the Sarcophagus Dreadnought Carrier, i found it works really well when you add in Hurq space trait Hivebearer. Since its pets are designed to be constantly killed/replaced, this trait makes the ship/trait synergy more valuable then on any other carrier. Using device pets, and Command Frequency with this, makes for some hilarious battles. Good times.

With 4 tac consoles and 4 engineering and 2 hangers......with a command seat....you can do a massive amount of damage..def nearly unbeatable 1v1. it is slow but it is a dreadnaught. if your looking for faster dreadnaught with 2 hangers, xiquaiticc.

I need to see what Superior Area Denial combined with the Mobulai frigates can do, they did pretty decent when I last had them out, but not exceptional. Their Area of Effect abilities, Cascade Resonance Burst and Mine Dispersal Pattern Alpha, having limited range held them back a bit in damage, so adding FAW on top could be interesting.

I'd have to go with the Dominion Dreadnought Carrier, good dps/great pets if you've unlocked the attack ships, tanks well, a good all round ship.
Hoping we get at some point a Tholian Recluse at T6 with the Ensign Tact seat upgraded to Lt Uni.

There is no best overall carrier but there are best carriers for certain roles. The Jem'Hadar Vangaurd carrier can have more pets out than any other carrier. But I used the Jem'Hadar Dreadnought Carrier as I found it the the best carrier +minelayer in game. (Yes I know about and have the Vorgon Carrier)
Instead of looking for the bet carrier you need to look at what type of build you want to use and find the best carrier for that build.

Good point. Personally, I try to keep my ships "canon" to the shows. Doing this will significantly narrow my choices of weapons and equipment.
I should clarify, I have the T'Laru (Advanced Drone ships), Jem'Hadar Vanguard (Elite gunboats) and Sphere Builder Denuos Carrier (Arehbes frigates)
"Best" for me would be the T'Laru, like it so much that I have 2 of them because it is versatile in just the right ways, including a multi-role tank/conventional weapon damage/sci. Wish it had subsystem targeting, no idea why that was neglected.
It is tied with the Valkis which has that CMD temporal, temporal ship abilities, and gravitic lance which I fly as a science carrier despite only 3 sci console slots. The ship is packed with abilities.
Next to those I'd say the Jupiter as a drain/debuff/tank, letting my pets do the killing, feels like a science variant of the Oddyssey. T5-U Atrox is really underpowered and overshadowed by it, but I enjoy it still for the challenge and cool look.
Narcine is also unique, but never bothered getting the T6 upgrade for it as to me it isn't as fun as a Sci-based carrier, but it is really powerful and handles really good.
Never liked the Sarr Theln, even if it has a lot of fun consoles they just never worked for me, also its appearance which is too small and breaks immersion seeing pets spawn from something that's paper thin.
