Can't claim new officer, can't hail startfleet, can't talk to NPC

in PC Gameplay Bug Reports
I was given a new mission when I levelled up to claim a new officer. It says I should hail Starfleet, however the option is greyed out. It also says I should report to Elsa at ESD, however she won't talk to me about the mission.

I also can't drop this mission. Is there a fix at all?

    i neber goot that option om my ahge of discovery character i'm level 6 was suppose to get at 5/

    i have the same issue but mine was a commander new bridge officer mission same result cant drop or hail starfleet plus going to the ESD resulted in same result no completion of mission
