Two problems. Skills and bridge officer uniforms

In the ground skills, when I applied the first ground skill point, the button that lets you choose between two training options won't work. You can bring up the menu but, you can't select either choice.
On bridge officer uniforms. For ANY BOFF that started with my character in 2256, even after I promote them to lieutenant, the only option that shows up is Ensign. No LTJG or full LT. Just ensign. Any BOFFs I get from current time STO, no problem.
I know, this is all cosmetic and probably not anyone's priority. But, I would like it fixed.
