It is 08:40 AM CDST. I am having considerable trouble with STO! Are the server issues fixed?

Greetings, STO.
I am having considerable difficulty trying to explain what my problems with Star Trek Online are. And this community, is not known for its 'tolerance' of clueless user's.
I was trying to run the STO program this morning. I made several costume purchases, from the "C-Store", while I was in Sol System Spacedock. But when I went to visited the shop to change my character's costume, I didn't see the program cue icon that lets me know that I can access the items that I 'purchased'.
Can you please tell me, when the "Star Trek Online server problems", will be 'stabilized'?
