Is "Console - Universal - Defensive Drone Guardians" broken?

I have the "Console - Universal - Defensive Drone Guardians" on my Jem'hadar who has used it on a vanguard carrier and a dreadnaught carrier. On both ships nothing seems to happen when I activate it.

    Little drones show up for me. I think they fire at enemies sometimes. Don’t seem to last long.

    defensive drone guardians worked fine before victory is life went in, i believe that is when they stopped working correctly. something in VIL screwed them up.
