It is up and in game. Just got the Sally Ride and it is in game where they are playing in the show for the past half a year.
Hint: Check the Wiki for the show for what sector they have been playing in. then go to the central system in the sector.

Agreed. Especially since the last maintenance, I can't even get into the damned game. I hope it's resolved in enough time for me to get this card for the Admiralty. It would be useful, mostly for characters without the amount of cards that my older characters have.

I hope they keep it there long enough for all our friends 'across the pond' to have a real shot at it. Even in the US, it's 4PM on a work day.. most people either have another hour of work left or are in traffic right now on their way home.

that's cool thanks I just didn't have the heart and mind to switch between 29 characters to go collect this if it was for a limited time, the card is very nice and a welcome addition to my Sci starved KDF characters, good to know I can take my sweet time grabbing it.

And I spent time taking my little lvl 11 Fed Cardie all the way out there since I didn't know at the time this is a permanent addition to the game. I did get the card so if you're on a lowbie, you can still get it. However, I say just wait until you have a higher Warp Speed.

Don't worry, those who claimed it on a low character should be able to see and use it when their admiralty system opens for them. This statement was the reason I posted this, but will elaborate a bit below since it's being posted.
To clarify what which was said before by others - yes, it's claimable now, yes it's in that same location as of now (on Narendra System (in Narendra Sector) area, but not inside the system) as others said.
A transwarp option of the core of the matter's quest/azure (as my friend helped me in info) /NR or a similar nearby location, could help your far and/or low level chars, if available, and while it's not account wide, you can claim it on each current character which can travel on sector's space at least. This can't help future characters but I HOPE it stays available.
It's either not at Narendra or not on XBox........drove two different toons out there and found bupkus.
I am pretty sure it's PC only.

It's not on Consoles.....yet. And don't ask when, just watch the news feeds because no-one can answer that question until it officially appears on the News Feeds for Consoles.

I thought that would have been clear in follow up statement about it receiving the same treatment as the Assimilated Cruiser.
What about characters that have not been created yet on a players account or those below the Admiralty System Level Cryptic?
