Romulan Reputation not upgrading

Good Day,
After completing Tier 2 of the Romulan Reputation on my JH I received "Secret Shuttle Codes" in the Mountain Pass. I am unable to obtain the Mountain Pass mission again to complete Tier 2 Romulan Reputation. I originally did the Mountain Pass when doing the transporter progression on New Romulus.
When I go to the Mountain Pass Station the Civilian Surveyor (I believe that is the name of the NPC) does not have an Icon over his head denoting there is a mission waiting for me. I have logged out of the game and come back in and then gone back to New Romulus 2-3 times and still no icon denoting a mission.
Is there a work around for this or am I resigned to waiting in the bug queue to get this fixed. I have stopped my Romulan Reputation progression due to this bug.
Any information is greatly appreciated.

Open your quest log, select the New Romulus story arc and start the Mountain Pass quest from there.
