Jem'hadar Vanguard Space Trait - Does it apply to your ships?

I've just made some calculations and the bonuses seem to not apply. Is the bug yet fixed since it was reported and claimed as fixed in the last update?

    As of today on the PC it is still broken. "Engineered soldier (space/Ground)" still isnt on the Vanguard captain trait list and its not adding to the sector space stats.
