you will either need to get liences for gambling in all countries to be allowed to use your current lockbox system
or remove the function from the lockbox that the content could be traded for it with real money.
its these 2 choices you have.
since if lockboxes have content that can be exchange with real money it counts as gambling and falls under the same rules as any physical Casino
for this you will have to remake the lockbox system or get gambling lience in most countries
either remove the zen lock form the lockboxes or get proper gambling liences
your choice on how you solve it
the longer you wait the bigger this matter will only get,
so decide to prevent this from getting out of hand.

strictly speaking concept wise its still gambling if any content is given random luck based.
The lockbox in STO does not contain any items with any real world value, and the box itself is not sold directly for real money. The means to open a box has a choice to be acquired using a currency which is bought directly with real money or traded for using another in game currency. I dont think any of your argument held up other than the final bit about it being luck based RNG, which some regions wanted those odds to be made public. Lockboxes are an optional part of play so if you dont like them just ignore them like most of us do.

Maybe Blizzard should drop the WoW Token ingame because I can add bnet balance to my account and then buy stuff for other people once they give me money despite the fact that people rely on them to add game time as they cannot afford it themselves due to monetary circumstances.
If you want the ship you dont have to pay real money for it, buy keys > put keys on exchange > buy ship.

It is not the money value that is the primary reason for lootbox getting illegal, it is the randomness of the prize added to the monetary deal around them, making them a gamble, therefore subject to laws about gambling and hazard games, due their predatory nature... In almost every country gambling is forbidden in products aimed at minors and people having gambling problems, the fact that the game industry did not self regulate to avoid those kind of troubles makes governments having to act for it.
