I seem to remember the Klingon faction being locked out in the beginning. I heard some rumor that they will start at 60 unlike the Klingons which started at 30 or something because of content lacking. While it makes sense because the Jem'Hadar will age rapidly and they will grow fast and due to that they will level you up sooner, and it'll be great for the veterans, what about the newer and less experienced players? Surely they might want to play as the Jem'Hadar as well. The level cap is now 65, right? Will you have to reach 65 to "unlock" these guys, thus locking ALL of us out in the beginning?
I dunno about you guys, but I wanna play the Jem'Hadar, even if I start out as a Lt.Commander.

Think about what you're saying here. Imagine the torrent of angry posts if an expansion is released that nobody can use on day 1. Why would any company ever do something like this? Madness.
I agree on this. A player should have at least one toon at level 60 first. What company would be mad enough to allow a player to have a 'max level' toon without having learned even the basics of the game in the first place!! I like helping out, but having to help out a raft of level 60's who haven't the first clue about how to do anything, where anything is etc would make my brain pop!
Also, there's also the fact the new faction has to choose Fed or KDF. The new player will not understand the differences, albeit small!
A) Jem'Hadar will be available immediately to new players. When a player creates a Jem'Hadar, they get a level 60 character with blue and purple quality drop gear, and can play through the new content and work their way up to the new level cap and work on building up their gear, admiralty, etc. If they create another faction character, they start at level 1 as before. This has the advantage of making the new content immediately accessible to new players, giving them a head start to be able to play with veterans and hold their own in queues immediately.
B ) Jem'Hadar have to be unlocked by having a character of a certain level (probably 60) Existing players would all of course immediately have access to the new faction and content, but new players would still have to level another character from 1 to 60 before creating a JH. Once they unlock the ability, their JH starts at level 60 with average gear as in A. This option is more rewarding to the existing players, and results in fewer clueless level 60's popping into the game out of nowhere. It also encourages new players to go through the old content to get their shiny new Jem'Hadar, which adds extra value to the old content.
Both have their advantages and disadvantages. I imagine we'll get an official announcement when they're ready to post a write-up of the new faction mechanics on the website.

No offense, but you precisely bring out why it should be that players should have at least one toon at lvl 60! Players need to learn the Skill trees. A new player coming in and blasting 55 skill points will be immediately complaining about wanting a skill respec when they get it wrong, because they have either misplaced a skill point, or decided they want to respec etc, etc. There's also the R&D system people need to learn and get used to, the Doff system, the Rep system, the Admiralty system......all of which are pre-lvl 60! Then there's learning what each and every button does in-game, which is something even some 'experienced' players still haven't done because they haven't made the time to do it! Not to mention deciding which energy type to build round and learning the STF's! There's a learning curve to this game, maby not as extensive as Eve, but there is one.
Demon Hunters require an existing level 70 character, but start at level 98.
Because new, unexperienced players might be overwhelmed by everything you can do at level 60. Admiralty, Doffing, R&D, Re-enineering, upgrading, specializations, reputations, traits, skills, abilities, ship setup, ground setup, the different currencies and stores, fleet facilities, queues...
Frustrated, overwhelmed players don't tend to stick around for long.
