I can't comment on whether he was approached before or not, but wouldn't it be kind of dumb to simply copy Shran and just call him Shon? STO does a lot of those unlucky/implausible homages by simply copying former characters or events almost 1:1 (see the Doomsday device - they copied the original episode down to the sacrifice and even speak some of the exact same lines).

I would be inclined to agree with you @angrytarg ; Shran was a great addition to the Enterprise show, but him voicing Shon wouldn't be Shran, and as such, seems pointless - it would ultimately just be using a known voice for the sake of a voiceover.
What we need, maybe next season, is to revisit a temporal arc where we find ourselves in the 22nd Century and have a few episodes with Shran; then we can have Coombs back for some justified voice work.
There's just no reason to! He's already doing Weyoun as it is, and anyone with decent hearing will tell you that Weyoun and Shran had very little difference in inflections because there was no need to add much because of the 200 year time difference.

Eh, not so much. Weyoun was always voiced as a diplomat and politician who could be vicious or obsequious. Whereas Shran usually had a cockiness that Weyoun never did. (Jeffrey Combs was a better actor as Shran than ENT deserved.)
Gotta agree with the crowd though: STO's OCs are getting shafted enough as it is. I want FEWER celebrity cameos so A, they're more of an event, and B, I feel less like an extra in my own story.

Well yes, Weyoun was a (bad) diplomat, but an ultimate self-absorbed, manipulative brown-noser, and Shran was a strong willed, principled, if not cocky at times commander, but there was no difference in accent, unlike when he played Brunt, where the difference was very obvious, most likely due to the false teeth!
Having read your previous comments about playing second fiddle to these stars, I kind of like the 'interaction' and the value it adds. We have alot of glory heaped upon our characters through the first '18 months' of our careers, and to be honest, it was almost running away to the point of ludicrous speed! (Shameless Spaceballs pun totally intended). Seeing as the Dev's have not yet given us Exploration back, why not take some time to step back and let other's shine some of their light (again). It shouldn't be lost on you that it wasn't that long ago some people were asking when were Cryptic going to get some more TV stars back in on the act. I'd love to see a long comedic diatribe between Picard and De'Lancie's Q in this game (which we know is virtually not going to happen, but here's hoping!). One of my most favourite moments in game is the 'Voyageresque' Delta Arc intro, which is voiced by the Voyager crew. We're still the star of the show, creating our own Legend, who just so happens to meet up with the TV Legends in our journey.

Given that the versatile Mr. Combs has played a handful of Trek races/roles and is committed to reprising two of his entourage for VIL; I would not mind having him bring Thy'lek Shran back into the game in another round of content?

If he was to voice weyoun and shon you'd inevitably end up with a repeat of the ridiculous conversations like the one tnae and taris have in the romulan arc.
Due to the audio editor leaving overly long pauses between each line and the vocal lines themselves done by such a distinctive voice that is overused in STO on the one hand and on the other didn't even try to disguise the fact she was talking to herself.
Remember a lot of the characters nuances will have come from the performance not just the voice.
Leave Shon. But it's definitely cool to have Jeffrey Combs coming to STO. It also would be cool to have him voice Shran if that character makes it to STO. Imo, Weyoun and Shran were some of the best characters in Trek. Too much make-up on Brunt to catch all the facial nuances Combs could portray but still a good character.
And who was the genius who said "Let's make Levar Burton wear a visor over the most expressive part of the human face". Geordi could have been a better character. ---further down the rabbit hole--- for Voyager, they purposely designed the costumes to be black everywhere except the head area to have the focus on the characters in the shots if I remember correctly. No, the current actor for Shon (Dave Rivas) has done a good job, and is probably much more affordable to have do non "event" appearances by Shon whenever it makes sense for him to appear.

They could just have our characters play some of the crew of Enterprise. Like they did with Neth Parr.
Enterprise was used to help Riker, apparently Starfleet knows enough details even during TNG to completely recreate the events that took place.
Have us play an Enterprise character in a simulation and put Shran in it. This could also work for Discovery and TOS characters.
And I agree with the things others have said. Shon would just become Shran 2.0 if he sounded exactly the same.
He'd lose his uniqueness and at the same time, if they ever brought the character of Shran into the game one way or another, then that character would also be less special.
Honestly I can't remember Combs ever having played a character like Shon, aka a fairly traditional "hero" style character.
Closest I can remember him playing such character would be Ratchet in Transformers Prime and even there the character had this "grumpy reluctant hero" feel to him.
As for turning Shon into Shran 2.0, as it has said it would make both characters loose their uniqueness and be disfavor for both characters.
I don't see any good reason to replace Dave Rivas' performance.
