Does anyone else find it strange that the console given with the Hokuun science vessel is part of a set the ship cannot use? It seems bizarre to me to give a ship a useful console and then hamstring said ship by restricting access to the rest of the set, which can only(?) Be obtained by purchasing the remaining ships, which are the multi-mission explorers. Is that something that can to be rectified? It just seems intentionally hampering

Just because the Anniversary ship can't use them doesn't mean they're useless. The main advantage of the anniversary ship's console is that they can be mounted on ANY ship. Yes the set can only be used on the associated C-Store ships, but that's still a 3-4 console investment. In a way the Anniversary ship consoles have more versatility.
Hell... I use the Regenerative Integrity Field console from the Samsar on a lot of my ships.

Many years late to the conversation OP. This has been happening for many a year, and no, it does not hamper the ship in the slightest. It's a power console in it's own right as it is and most people throw away the ship once claimed as it is. The ship also is a freebie thru the event, so bear that in mind.
