Drain Infection No longer works

So this morning i found out drain infection no longer works
with anything. I Tried to back track to see if something interfered
with it and just doesn't work any more.
Edit:
Drain infection even stopped working with energy siphoning field passive ability
of the bajor set after the recent patch 2/15/18.

Goes back atleast 3 years. Funny how pointless it is now.
I usually don't bother with the drain inf. and control amp.
always go a different way but thought i try it for once.
But had a good run. have to save up and change my build once
again.
