New Ship Requisitions - Material, Window, and Pattern Modifications Not Rendering

Any new ship requistions cannot have material or pattern customizations - selecting a different material/decal/window type does not change any feature of the ship. These customizations do not apply in space either. Customization on older vessels is functional. Additionally, the correct customization is shown on the character selection screen.
