HOW are the 23c BOFF powers different?

You'd think this question would have been asked a million times before, but I searched without finding an answer, and it's not listed in FCT, so here goes. How are they different?

According to STO Gamepedia, "Functionally they are the same as standard training manuals; the only difference is the visuals"

Does anyone have any reason to disagree?

    They just have different sounds and visuals like the Gamepedia says. Functionally, they are the same.

    The question hasn't been asked because the answer was always there in the descriptions.

    After leaving 23c, is there a way to acquire the 23rd century manuals? Just got the Ranger class so I could use the skin and wouldn't mind using the 23c visuals...

    No functional difference but boy to you feel a lot cooler with those TOS style sounds and visuals.
    There IS one minor difference. TOS powers have an ensign level mortar while regular abilities don't get mortars until Lt.

    (Some are available on 23rd Century ESD for TOS characters at reasonable prices - but are bound to character. So if you want some - get them before you leave - because you can't go back! And characters only running one time through the missions will never have enough to get them all. DUMBEST. THING. EVER. They really ought to let us return to a different instance of 23rd c. ESD than the starting area, especially with all the other time-travel shenanigans we've pulled :tongue: )

    Unless you have the Account Bank, I think you can get to that in TOS time.

    I think Photon Mortar can be slotted in a lower rank slot than Quantum Mortar though. So there is that.

    I don't really see the difference in space, save for a different transporter sound using the team abilities. Weapon abilities looks are determined by the weapon used anyway.

    The photon grenade launcher is a different item than the quantum mortar.

    Other than that, some of them are functionally identical with only different visual and/or sound effect and the rest are completely identical.

    Do you not know how to use the account bank? Drop some EC in there and take as many manuals as you want. A tiny amount of thought on your part would have solved the whole situation.

    Ugh.

    I guess you don't realize:

    1) People have to have a knowledge of this BEFORE leaving 23rd century ESD.
    2) They have to know that they must visit their ship interior and find the Account Bank console (no small feat in itself)
    - because there is no Bank on ESD. But this is available only after finishing the station tour missions!
    3) Original TOS characters made when the expansion first hit have no way of returning - locking them out of obtaining those Bound to Character items. (Unless they somehow had precognition that points 1 and 2 above were required on their very first playthrough the expansion).

    Not having an option to return to ESD - like talking with the Temporal Agent outside Quinn's office - is the DUMBEST. THING. EVER. It would simply take a separate instance of 23rd century ESD (an easy copy/paste) to keep 25th century characters away from the 23rd century starting area ESD.

    The items on 23rd c. ESD are all white quality anyway - so why lock them away? I have no clue as to why the Devs decided that the training manuals had to be Bound to Character when NOTHING else is (you can freely trade even 23rd c. BOffs for goodness sake!). If these manuals must be bound... make them Bound to ACCOUNT if nothing else. Sheesh.

    The acct bank on the 23rd century ship isn't in the same place as it is on the other fed ships in 25th century, but still it wasn't difficult to find, no.
    Now a LTS and loving it.
    Just because you spend money on this game, it does not entitle you to be a jerk if things don't go your way.
    I have come to the conclusion that I have a memory like Etch-A-Sketch. I shake my head and forget everything. :D
