Cannot spend specialization points...

I'm unable to spend my 11 specialization points I've had for a few months now. Have tried spending them in sector space, orbiting space dock, and in space dock as well as at the academy. My Character is Romulan allied with the Federation. I currently have one specialization tree filled with a second almost filled, all others are empty. The "purchase" button does not even light up. I have five other characters and they can all spend the points no problem. Any ideas?

    Make sure that character has "valid talents". If not, you will have a free respec ready. Should solve it.
