That plus it has been said it takes a long time to make a bridge, if they don't sell then it's a lot of time and effort for a loss

If they would actually do missions that involve the bridges and interiors (especially if NPC positions and such can be adjusted to account for the specific layout you choose in the ship customization UI), then more people would actually see the interiors of their ships and might actually spend money on new bridges and such.
If it's any help, the 'Prometheus' Bridge Pack, while not exact to the Movies, does a fairly nice stand-in for a movie-era Constitution Refit or Excelsior-class ship's bridge.

I'd like to slightly disagree. I think it's more of a circular problem;
Those aren't available and players aren't interested in buying those that are.
Because players don't buy the bridge packs they don't want, it's assumed that players don't want ANY bridge packs
Assuming bridge packs are unwanted, no new ones - including the particular ones that are actually wanted - are made.
Because no new bridge packs are made including the ones players want, they don't buy the ones that are available

As proof, I present the Belfast/DS9 Defiant, Intrepid/Voyager (two versions), Constitution and now the Galaxy/Enterprise-D bridge packs, all of which sell fairly well (even in packs like the DS9 and TOS packs) because fans of those shows want those bridges. They don't necessarily want a bridge that's just a palette swap of one that they can have for free anyway. (I.E., the 'original' Galaxy Bridge Pack, where players can access similar bridges just by progressing in the game... and personally, I like the free 'Classic' bridge as seen in TNG: "Parallels" and "All Good Things..." better than those in the three-pack anyway.) They want to be able to walk into Ten Forward on their Galaxy-class ship, visit Astrometrics on their Intrepid (and wish that Kes' Hydroponics Bay had been included...), etc.
Give players an NX interior complete with Travis' 'Sweet Spot', a Connie-Refit with torpedo room for funerals or investigating who fired on the Klingons, even an 'Assimilated Assault Cruiser' interior from "First Contact" for those really brave souls, I firmly believe people would buy them because they'd want them - they want to visit their favorite locations, reenact their favorite movie/show moments...
I dunno, maybe it's just me, maybe I'm crazy...

seriously, how much time do you spend on the bridge? but they used to care about quality in this game but these days they don't. Proof? Yorktown T6 bridge vs brand new T6 fed ship bridges... you used to get quality now you get crappy tier 3 bridges in ships that you pay for... SHAME ON THEM.
