Yes, I've read the posts about Cryptic claiming that it is not possible because of differing servers. Yes, I know Sony, Microsoft, et. al. aren't big on the idea. And yes, I realize some technological advances will need to be made to stabilize increased demand placed upon systems and servers.
I'm reading that cross platform play was briefly possible in a game called Fortnite this week. Sounds pretty cool when thinking about boosting the queues list and increasing the variety of items available on the exchange.
For the sake of Futurism, and because linking PC/XBOX/PS4 would result in a more robust community, I ask, why not?
What technological, social, and gaming paradigms would need to be revised in order to usher in a cross platform STO?

Beyond that there are massive economic issues. Games have currency inflation which largely depends on time. The two servers that have been around a year have much lower prices for things because there has been a lot less inflation because there just isn't the supply of EC and dilithium that there is on PC (which has been around much longer).
Additionally, Sony has rejected all of Microsoft's attempts to jointly develop standard console protocols to allow PS4 and XBone to communicate with each other which would allow PS4 and XBone owners to play games together.

You answered your own question in the first paragraph of your post.
They run on different servers, the games are different version (console version is behind the PC version,) and it would require collaboration with both Sony and Microsoft as well. Sony and Microsoft have been butting heads over cross platform games for quite a while now, they're not going to hug it out just for Star Trek Online.
Yes, I would support the idea if possible.. it would give the player base a much needed infusion of players, but sadly it's not going to happen.
A player has a PS4, absolutely loves STO and wants his friend to join him. Friend doesn't own a PS4. Due to restrictions, the only way for them to play together is for friend to go buy a PS4.
Replace PS4 with XBone in the above sentence and now you have the answer.
Cryptic would probably love to have it cross platform. I am sure the player base would expand a lot, as the PC player would get their PS4 owning friend to play with them, and the PS4 player convinces their XBone owning friend to join etc. My son quit playing (and dropped his subscription) because his computer went belly up and STO was about the only thing he played on it anyway so there wasn't enough incentive to repair/replace it. He played for a bit on XBone but since we can't play together that way he just quit playing.
I don't work for either Sony or Microsoft.. but I'm pretty sure that's not the answer.
What happens in the scenario you gave is that the two players just say 'bummer, it would have been fun' and they find something else to play. The number of people that are going to go out and buy a game console just to play one game is slim to none. If anything, the cross platform play would grant them more revenue because in that case the 2nd player is now free to download the game increasing the chance that purchases will be made.
There are several games other then STO that have looked at cross platform play over the last year and Sony and Microsoft have discussed it on numerous occasions. The big problem seems to be that like most big rival companies, they just can't seem to come to an agreement. In order for the game to be cross platform it would require collaboration between Cryptic, Sony and Microsoft with all parties willing to do what was needed to make it happen. That scenario is simply unrealistic.. no other game has been able to make it work either.
There isn't a single game out there which supports cross platform between Sony and Microsoft, much less with PC as well.
Considering that Fortnite 'accidentally' turned on PS4/X1 cross-platform play last week and then was able to just as quickly disable it? I somehow doubt that there's a technical reason the two consoles can't cross-platform. It's more a politics/sales/corporate thing.
But yeah, for STO.... they're different versions of the game. Even if Sony were fine with cross-platform, it wouldn't be happening.
I cut my teeth as a GM(Game Master) for FF11 there were hundreds of tickets each day. I still remember the canned responses we were instructed to use. "Greetings, Samurai (Such-n-such), I'm GMRedsliver. How may I assist you today?" lol ah the memories.
Conversely... said player and friends could just get STO for PC because you can practically run STO on a potato.

Sony and Mircosoft are in their their own private war. So i could see Cryptic working with MS to bridge the console-PC barrier for future games? who knows.
Been around since Dec 2010 on STO and bought LTS in Apr 2013 for STO.
Translator patches you're talking about add a lot of latency and uncontrolled bugs because of the translators attempt at "coping" with data flow. Add in the huge amount of stuff that happens in a MMO like STO togheter with the weak performance of most consoles and lower tier computers, internet speeds..
