Projectile Weapon Officer: broken?

I currently use 3 "Projectile Weapon Officer" of "purple" quality with a "Particle Emission Plasma Torpedo Launcher" (8 seconds of recharge).
The info of the officers says: "20% chance: Improve recharge time by 5 sec".
It seems to me that the current chance - that should be 20% for each officer if I am right, so 60% total - is far from 60%: it is maybe 20%, but definitely not 60%.
Is there a bug or something changed some patch ago?

    The percentages don't stack to give you a 60% chance. All they do is give you three chances at the rng gods instead of one.

    Think of it like rolling a 10 sided dice. With one Projectile Officer, you must roll a 1 or 2, with three projectile officers, you still have to roll a 1 or 2, you just get to roll the die three times.

    60/100
    The chance is worked out individually so it’s not 60% for 5 seconds. Its 3 lots of 20% for up to 3 lots of 5seconds. So it’s possible to fire 1 shot and knock, 5, 10 or 15seconds off the recharge. You should see 60 triggers out of 100shots but those 60 triggers might happen over 60shots or they might happen more then once over less shots. You might get your 60 triggers over 20shots.

    May have the math wrong, but I believe you multiply the percentage chance of failure per item, so it would be:

    0.8 x 0.8 x 0.8 = .512 chance of failure per time you fire a torpedo, or a 48.8% chance that you will reduce the cooldown every time you fire.

    Duty officers that reduce cooldowns such as Technicians or Projectile Weapons Officers should now be more responsive about reducing those cooldowns.

    After all there was something broken.

    You know...funny thing, but my romulan hypers are proc less with the change than before. So by fix...I think they broke it.
    Romulan hypers seem broken at the moment. My hypers are not spawning subspace tears via subspatial warheads yet all my other torpedoes spam a massive amount of subspace tears. Then again subspace tears are acting oddly as well now. EPG boost the damage output but bonus exotic damage isn't doing anything. Fix one thing, break two spings to mind.
