Overflow won't epty

I've cleared out my inventory, but the overflow box won't even show when I press the button. Just finished week three Brushfire episode when it happened.

    Happens to me all the time. Usually it'll open once and then it won't open again later until I've quit the game and restarted it, and then it works again... once, then the cycle repeats.
