I like flying fast and hitting hard.
I've heard escorts are the strongest "type" of ship but I'm looking for someone to help me narrow down the list of escort ships. All suggestions are appreciated but Please No C-Store Suggestions, There is a 8k dilithium daily cap and 1 zen right now is 200 per so a top-of-the-line C-Store ship is not in my future.

The hardest hitting Event Ships are probably the Ferengi Nandi which is fast and agile. The Breen Chel Bolag is a little bigger and slower but is a very hard hitting ship. On the large side, I have put up some really nice numbers with the Breen Rezreth, it's one of the most under rated large cruisers in the game.
Want a lockbox ship or Lobi ship? Then the cheapest way to get one is from the Exchange. Let's just say it will cost 300m EC. That means you will need to sell 60 master keys at 5m EC each to get that amount. That will cost 6,750 Zen or $67.50 USD or it's equivalent in refined Dil. On top of that the ship will be bound to character when opened. On top of that, if you accidentally dismiss the ship, it will be gone forever.
Otherwise, wait for the next event that rewards an Escort. The next event is the 2017 Winter Event. Maybe the event ship will be an escort, maybe not. The 2016 Winter Event rewarded the Breen Chel Boalg Warship which Cryptic classifies as a destroyer; basically a heavy escort for all intent and purposes. If you did the event, then that ship is probably the most feasible one for you.
Lobi Crystals can only be obtained from Lockboxes which require Master keys which cost zen which i dont have or from the exchange for far more EC than i have or probably will have for a long while. The Ferengi Nandi is a reward from the risian summer event event that is no longer active so its impossible to obtain and both The Breen Chel Boalg Warship and the Breen Rezreth Dreadnought Cruiser are rewards from the winter event which ended a long time ago so there not possible to obtain.
Please read the OP C-Store, Lockboxes and Lobi Crystals require zen which i don't have. you cant get ships from the exchange (I've checked . . . . many times).
i dont have enough dilithium to afford enough Zen to be able to buy a ship from the C-Store as stated in the OP and the winter event ended before i started playing STO so there's no way i could get its event reward. Please No More C-Store or Dead Event Suggestions.
You have eliminated all possible sources of obtaining a new ship.

The problem isn't that we didn't read your post, the problem is that you're asking the impossible. You just want someone to conjure a fantastic ship out of thin air and hand it to you?
We told you all the ways to get a new ship and you have shot them all down.
You have one option left and that's to stick with what you have until the next giveaway event.
what about the shop from earth spacedock?
T5 Vendor Ships cost, I think, 200k Dil. Not really worth it, imo.
Or if you have 200k Fleet Credits, there are some fleet ships that don't require 1-5 Fleet Ship Modules to buy.
Or with the Phoenix Box active now you could gamble your Dil and try to get an Epic or Ultra Rare token to buy one of those ships. An Epic token is the only way I see you getting a T6 ship before the Winter Event. (Unless Cryptic gives something away for the TNG 30th Anniversary.)
The Dilithum Ships are all low tier ships. The Xyphius that you're flying now is vastly superior to any of them.
The Xyphius is a pretty good ship, should easily handle any content in the game. If not, then maybe you just need to adjust your build instead of getting a new ship?
As @dracounguis mentioned, Fleet ships might be an option. Although obtaining one on par with the Xyfius would involve fleet modules(which you can get for EC via the Exchange). The ones that don't require fleet modules are close to entry-level T5's and probably require a T5U upgrade token. Furthermore, Fleet ships do not come with starship mastery traits or special consoles(they are otherwise superior to their non-fleet counterparts, however).
Consoles
Neutronium, conductive rcs( ultra rare)* with engpwr mod 500k, zero point, borg assimilated console, plasmonic leech 2.5m - lots more subsystem power and turn rate, good boost to crits. See if an eps console works better
Raidant console, freebie Temporal Disentanglement Suite console from Butterfly missions adds critD, CritH, aux power, shield size and shield resistance
Tac consoles - antiproton x5, blue mk 12 are only 45k each. Your energy weapons are probably the main damage source so boost them.
Weapons
Drop at least one torp for another antiproton DHC
*With conductive rcs the better the mod the higher the price, extra power is not to be sniffed at, a resall would be better but cost 35m.
Upgrade
Upgrade key things to mk 14, start with DHCs, then shields and engines, then other stuff as makes sense. Right now upgrades are doubly effective and at ds9 phoenix boxes are being given out, a green reward from those is a big upgrade that doesn't use dil.
Those simple changes will make your ship way more mobile, with shields and firepower that will be twice as effective as they are now - 5 or 6 consoles for healing/damage resistance is way too many - damage resistance scales in a way that above 40% you get pretty poor bang for your buck.
T6 Lockbox, Lobi Store and Promotional ships can be purchased from the Exchange as long as the box containing them has not been opened. Last time I bothered to check these types of ships typically sells for at least 250m EC and those would be the less desirable ones. The Exchange allows items to be listed for up to 1.5 billion EC. Beyond that limit, then it is private trades.
Since you have the Vorgon Xyphius Heavy Escort from the 2016 Summer Event, I assumed you played the 2016 Winter Event to get the T6 Breen Destroyer.
If you do not want to buy Zen with real money, then the only way to get a T6 ship is from the 3 events Cryptic has during the course of the year. Your only other option is to grind Dil to convert to Zen. The more characters you have, the more Dil you can refine. But that means you need to play more and focus your attention on grinding for Dil.
Assuming the Dil exchange rate is stable at 300:1, that means to get a T6 ship will need 900k Dil which will take 113 days with one character assuming you refine 8k Dil per day. During a 20% off ship sale, you would need 720k Dil which will take 90 days with one character.
There are T5 ships you can purchase from the Exchange which can be upgraded to T5u by purchasing a Ship Upgrade Token. T5 "Mirror Universe" ships cannot be upgraded since they ships are merely minor variants of the free ships you get when ranking up. T5 ships generally sell for around 2.5m EC to 8m EC on the Exchange. I assume the Ship Upgrade Token sells for around 16m to 20m EC. T5u ships are pretty close to T6 ships. They lack ship traits and they do not have specialization Boff stations.

First off i have no idea what half you said is (CCA, ISA, rep turn ins, DoFF). Second THERE'S A EC CAP INCREASE?!?!? Third "peak play time" "2 months" "alt farming" . . . . I have a life you know (Mainly other games but thats not the point). Forth what dilithium i do make goes into other things like reputation projects and fleet projects so instead of 2 months it would be more like half a year and hopefully I'm not playing this game that long, I have other games lined up to play.
Half of that i don't understand (conductive rcs, engpwr mod, blue mk 12) and the other half i have no idea how to get (borg assimilated console, plasmonic leech 2.5m, freebie Temporal Disentanglement Suite, Butterfly missions)

I'm not competent enough to upgrade gear yet nor are my R&D suits high enough level to reliably make the upgrade modules i need and the phoenix event was only 2 days its over has been for awhile

Actually no i have the Vorgon Xyphius Heavy Escort from the 2017 summer event (which i just barely had enough time to get before the event ended (i started playing this game in the middle of that event)) so no i don't have the breen ship nor have i played the winter event yet. 113 days is way to long to get a ship and with the majority of my dilithium going into projects it would probably be alot longer which is why i said a C-Store ship is not going to be in my future.

There's no nice way to put this, but are you playing the same game as the rest of us? The Phoenix event runs until Aug 10th according to the news post. I'd at least go for a rare prize token to get a VSS Tanius Admiralty card since it's a crazy good ship that can solo a lot of assignments.
The Vorgon Escort was last year's summer prize. This year (2017), they were handing out a Vorgon Carrier. Completely different ship. There's no way you could have gotten the Heavy Escort unless you slotted the project last year and you claim you just started playing.
As for the rest, here are some explanations:
CCA = Crystalline Catastrophe (or was it Cataclysm?) Advanced, a queue well known for being dead easy while offering relatively large rewards in marks and dil.
ISA = Infected Space Advanced, AKA Infected The Conduit, another easy queue with big rewards.
DOFF = Duty Officer. Little crewmen you can send off to carry out assignments that give you R&D materials, XP, dil, and other things if they succeed.
Admiralty = Doffing, but with ships. Basically, every ship you own gives you an admiralty card that can be sent on assignments with slightly larger rewards than doffing. Main difference is that admiralty ships require "maintenance" after each assignment, up to 18 hours for a tier 6.
Rep turn-in = turning in marks or advanced marks (special items awarded for completing Advanced queues; e.g., Borg Neural Processors) for dil
I think the basic EC cap is... 15 million, as of a patch in June. You can increase that to 2 billion for 1000 zen. It applies to all toons you ever make and it's pretty handy since 15 million is hardly anything once you unlock Admiralty or play for a while.
As for the gear suggestions, some of it comes from reputation projects (Omega, MACO, or Assimilated stuff is Omega rep gear), some of it is from missions that are pretty late in the storyline, and other bits like the Conductive RCS can be crafted or bought on the exchange.
How are you mounting two Advanced Radiant Quantum Torpedo launchers? Those things come from the Iconian Resistance rep and only one can be equipped at a time. Or are you just using Radiant weapons from the reputation store/reward boxes?
I'd say that you're better off taking some time to learn the game and see how gear fits together before you start chasing a new tier 6 ship. A new ship won't help much unless you know how to outfit and fly it properly. Out of curiosity, what powers are your bridge officers (boffs) using? Those can make a big difference to your damage output and survivability.
OP is on Console... That should've probably been mentioned by the sinshadowfox in the starting post, but that's why all the stuff doesn't fit with the PC version, like 200 Dil to Zen when PC is closer to 270 that day, different Event timings, etc. Sinshadowfox is too new to likely realize there's a difference between the versions of the game, and so didn't think to mention which platform.

The game has been around for going on 8 years now, it can be complex and overwhelming for people who have recently started. Some of us that have played for years sometimes forget how daunting of a task it can be to try and learn everything from scratch.. I know I often forget myself.

The dil/zen ratio looked off, but people tend to talk in round numbers and I'd seen it closer to 250 right after the event started. As for the rest, well, I run into a lot of people in ESD or Beta Quad zone chat who don't follow the news closely and even I miss or misread some details now and then. I don't follow console news, I just know they're behind us on story content.

Don't make your own superior upgrades buy them from the exchange, superior shields for shields, superior cannons for cannons and turrets, superior engineering for engines. About 1 million ec for 10 upgrades.
Don't have 1m EC? simply run cca, claim need on all team loot and sell everything you get, rinse and repeat.
Blue mk 12, blue is rare quality and mk12 is mk12 gear, right now you have a mix of mk 12 tac consoles of unkown quality. Often there is a big jump in price from blue to purple for a small gain in performance.

To whet your appetite, here is a rather long and detailed review of the T6 Breen Chel Bolag Destroyer. It is long because Parallel goes into depth of all the gear he is using, his captain skills, Doff slotted for active duty among other things. Please be aware, this video was made before the recent nerfs to space combat mechanics. Parallel typically uses the Plasmonic Leech for some free energy and Plasma Generating (Exploder) consoles on his builds. Both have nerfed, the Leech is still useful especially for Romulan ships, but the Exploders are considered to be trash by most player who wants to max out their DPS.

He's playing the console version of STO. The Phoenix Prize Pack Event is only running on the PC version this weekend.
1. EPS console - these enable you weapon power thats been drained by firing the energy weapons to 'refill' more quickly. This is a good option for any energy weapon build, again the blue mk12 should be good value.
2. In the PC version there have been a lot of lockboxes, some of the universal consoles from those directly boost a particular energy type - you'd want the antiproton ones, either Polymorphic Probe Array or Crystalline Absorbtion Matrix, which may or may not be available on the exchange in your console version.

I certainly wouldn't have recommended event ships from events that took place before the console release if I knew the platform. It's baffling why they continue to insist on one forum for all platforms, it leads to confusion and players getting information that doesn't help them.
I assume its cheaper to do it this way, and we know they are cheap at PWE!
Yeah, or at the very least some sort of automatic, or at least recommended, tag to let people know the platform the user is from. I've been following console content even though I'm on PC (with little incentive to switch platforms), since up until the last Infinity box the console version got the T6 uplift ships first, which is nice information to know. Also interesting to follow roughly what the two other in-game economies are doing.
