2 Bugs #1 Vorgon carrier pets not getting captain buffs #2 Broken Rom Boff

I'm posting this here because the GM said he/she couldn't help me. Reference ticket - 170720-001907
#1 the Vorgon elite carrier pets are not receiving the captain skill tree buffs. I also loaded up the standard blue pets and they are also not receiving the buffs. This is not zone dependent, no matter what zone I'm in the pets don't get the buffs. Just to check if that is only happening to the vorgon pets I loaded up my Vo'Qov and the pets there get the buffs like normal.
#2 I just bought a Rom SRO boff from my fleet store, and one of his skills is broken. Tactical team I is darkened out and I cant activate it, cant drag it to my hot bar, Move it off my hot bar. NADA If I switch in a different skill that skill works fine. Just not tactical team I. If I switch him to another slot nothing changes. If I switch him to another ship nothing changes. Also his copy of tactical team doesn't show up in the abilities window. (pics attached)

According to the official Wiki http://sto.gamepedia.com/Carrier_Pets carrier pets should have 25% additional hull at max rank…….. So the hull SHOULD be……… 68,291.25 (54,633 x .25 = 13,658.25, 54,633 + 13,658.25 = 68,291.25)
I feel cheated out of my fleet credits and DIll!!
