I don't understand what you could possibly sell on the exchange on this map, it's all level 50 stuff. Most runs no one bothers to loot, much less hit "need" like normal. OTOH, AFKers rob you of marks, which at the very least, are worth dilithium.
People have been whining about others ignoring the optional objectives in MI for years, ever since the current version was released. Every. Single. Time. It. Runs.
It is an utter waste of time.
Ignoring optionals is not against the ToS, so reporting people for ignoring optionals is also an utter waste of time.
I'd advise those players who can't handle other players in the public queues playing the mission a different ways, to set up your own premade groups of like-minded people and agree on how to play it in advance. In the public queues, you have no control over who you are grouped with or how they want to play the mission.
I propose that players must be able to contribute at least 3% of the total damage during queue missions to qualify for the reward.
The game already has that. The only effect of it is the occasional new/casual player comes here to complain they were in a queue full of high-DPS players and got a penalty because the others killed everything too fast.
When PWE/Cryptic starts losing money and metrics from people doing AFK during this event, it will become a problem worth solving for them. This has not yet happened so there is no financial incentive for them to care.
But has there ever been any MMO ever which did not have AFK/leechers? I can spend all of my time watching for them.
Or, I can just play and have fun and not waste energy worrying over people I have exactly zero control over.

P.S. Talking about annoying, anyone, what is that ability they use to reduce your hull to sheer nothing, within seconds?!
If you do decent damage...FBP. if not TBR if from a sci ship or TS if from the command cruisers. What's funny is before the nerfs, I didn't do enough damage to kill myself with FBP in seconds. After nerf...yeah I can do it now. So really...WTF?!? Not like my DPS went up a whole lot.

Funny thing is, though, someone told me Polarize Hull should be a counter, but it doesn't seem to do anything, in terms of stopping the Repulsor hull debuffs. It probably really only works on regular Tractor Beams.
Even on my Engi, though, with 42% resist across the board, having access to both MW and ET2, plus PH and HE (which seems to have added resist now too), I can still die within seconds, if I'am not careful. Mostly I'm superduper resillient, but for those few times, phew.

I'm afraid that wouldn't change a thing. I've seen people letting themselves get destroyed and not respawning till the very end. Some of them "hide" behind one of those emitters, hoping that nobody will see them. Disabling the cloaking device would be useless and would only annoy those players who are trying to participate.
Complaints about AFK players are as old as the Mirror Invasion Event itself. We've tried reddit, the forums, direct in-game reporting, all in vain. It never changed a thing. So, the answer to your question is, there's simply nothing we can do at this point but to endure those people and hope for some better characters next time - or we can avoid PUGs alltogether.
Judging by the feedback, and moderating responses, here and in my own thread the appropriate response seems if you can't beat them join them. That being the case join MIA then go get yourself a coffee, mop the floor, read a book, or do whatever it is you want to spend the first 10 (15?) minutes doing then come back to do the stage 2 optional and collect your winnings.

AFAIK Polarize Hull only stops the movement debuff, not the damage. That would make it actually hurt you with TBR, since normally it would push you out of range but if the push is negated you stay in place and eat the full length of the damage output.

It's nothing new for NPCs to cheat... Even terran Quantum torpedo's doing insane DMG compared to what we can equip... It's easier for cryptic to make NPCs cheater's instead of making them smarter...

But they don't want it to be quick. They want it to take a long time, to pad their participation metrics.
