What is going on with these disconnects? I know it isn't my internet because I called them and they ran test and everything is good everything on my computer is good. Ever since the April 25 patch this game is unplayable. Can't play a STF because I get dropped if I am lucky I get about 15 minutes of play before I get dropped.

Basically, there's a lot that can go wrong between your connection and the Cryptic servers. Shouting won't find out why you can't play STO, you need to run a few tests to verify where your problem is happening. You might find that it's a router or your ISP that's having issues. So, work through the problem thoroughly. That's the only sure way of finding a way back to the game.

Just for run, I ran a traceroute right now and connected to the server with no problem. This along with actually loading into the game with zero problems confirms for me that this is yet another isolated issue in which a player is the victim of a company between yourself and cryptic.
As some have already said, there are a dozen or so connections this game goes through and any one of those hops could be the issue. Generally it's your ISP at fault because of bandwidth limitations caused because the US doesn't have 'net neutrality' and companies that pay more get priority bandwidth. There's also the conditions of the line to take into account along that route as well as localised weather. The list goes on.
If you're getting a timeout at "line 14" then all we can really say that it's downstream the network. How close it is to cryptic though we can't say because the number of lines varies based on the number of connections. It might be their server, their ISP, or the connection between another ISP and Cryptic's ISP. You need to provide more specific detail (with any omissions you feel necessary to secure your privacy. Removing your own IP address is the only thing to worry about there.)

Right now you're talking with other forum users. We may know that your connection isn't good but that's because we browse this forum. Devs (typically) don't, when they're looking for problems they look to the specifically designated sections of the website. That cuts out the general chatter of the STO community (which can drown out said problems).

if the problem is a timeout in the connection route then it's not the OP's computer that's the problem.

Non-user networking problems don't have to be universal. They can be regional too, depending on events/problems occurring on the various networks involved in connecting players to STO. For example: the aforementioned Cogent issues (they only affected a subset of US players). That's why it's recommended that users run tracert and pathping tests to collect data on where connection problems are in fact occurring.
In this case, it does not appear to be user-side. Line 14 is typically pretty far along the networks (it might be Cryptic or possibly their ISP), but the OP needs to provide more complete information for further investigation.

We have already established that it is not on their end, since others, including me, play without disconnects... So it can not be their server.
Valoreah is also likely wrong (and you know this Valoreah... I know you know)...
I am going to describe to you, what is usually the problem, in metaphors:
Imagine, you are driving a car from home to work.
You take the usual route, and usually there are no delays, because the road is just fine... You turn right, turn left, drive straight and eventually, you arrive at your destination, with no delay... Right?
Now, one morning, you leave your driveway... Things go fine, until suddenly... the road is damaged (the asphalt is broken) and being repaired.
Now naturally, this work causes some delays... There is a traffic jam, and you get delayed... You arrive 10 minutes late at work.
Now basically, the same is most likely happening here.
Somewhere along the path, based on what you are saying, your "road" is damaged, and your signal gets delayed or even stopped completely. Hence like with the drive to work, would mean that you arrive late at the meeting.
The result is, that you have to join the meeting after it has started (this would be experienced as rubberbanding), or that you are excluded from the meeting / the meeting was canceled (experienced as disconnects).
So let me ask you: With the metaphor above, do you blame your job, or the damage to the road that you were late..? (if you blame your job, you need to get your head examined).
Now, Cryptic can't do much about it for you, as they don't control the route you are taking to their servers, however, they DO provide you with possible alternative routes (proxies).
You can chose between two different ones: A US Proxy and a EU one... Wich one you should chose depends entirely on where in the world you are.
There is no guarantee that it will fix (as you risk potentially still ending up on the damaged road... Again, Cryptic has no control over the route the internet sends you towards your destination), but there is a chance.
As others have already said, you need to provide more info... Your Tracert values would be a good start.
