  I don't think the EP drones are necessarily to blame here. By any chance do you use a pilot ship, these tend to mess with the ground controls. Try hitting Escape, opening the options tab and then closing it. This may let you run again but it's not a permanent fix.

  They are absolutely to blame. The second the drone despawns, movement returns to normal.
