Skirmish - Mission start location probably wrong for Fed Characters

When entering the Donatu system, there are 3 task forces, True Way, KDF, and Starfleet.
On Federation characters, you get dumped right into the KDF task force, far from the Starfleet group, and with no time to "choose" a side to fight on.
Pretty sure this is a bug, because I remember starting with the Starfleet ships years ago when I ran through this mission the first time.
