I just turned level 60 and when I was going from 50 to 60 I hardly got any specialization points. How do I get them if they don't unlock from leveling up?
If you're after specialization points, hit the federation campaign of the admiralty system hard. Each time you finish ten tours of duty (the tours will reset) you're awarded 2 specialization points as well as any points you may gain along the way.

Last time I took time to notice (it's been a few weeks and it's usually covered by tons of other notices) I was still getting 2.88k ore every time my xp bar reset. Cryptic may have borked it up at some time since I last verified that, but I'm sure if they had there'd be quit a ruckus in the forums.
Truth be told, I'd get more use from banking specialization points for the next one released than earning ore and wish I was doing so again. First you weren't, then you were, then you weren't again, and now it may be happening again. Nothing Cryptic does surprises me anymore. (C'mon, first day of release with a brand new gun that heals your enemy. ::FacePalm::)

They fixed that - you do get some Dil now if you're maxed out on Spec points and earn one afterwards.

I think it is booked because I have over 40 spare special points and still going with all trees maxed out
They had a bug with the spec points added from the mission rewards in that - if you were already maxed out - it would in fact add another spec point to your total AND increase you spec point cap. If you had your spec point cap increased in such a way, you won't get any Dil until you hit it. They fixed the bug, but any characters with a raised spec point cap prior to the fix still have the raised cap.
The upside is: Whenever they add a new specialization you can get it maxed out the day they release it. I have two characters in this situation who have 17 points banked anytime a new Specialization is added.

How do you bank the points? Does the game somehow bank them for you?
There was a time (that some players may still be experiencing) when points earned past the cap were not being converted to ore and still kept accumulating. It was nothing that players had any control over. From my playing experience banking points hasn't been possible since sometime after AoY came about, but from a comment in this thread it may still be happening.
If you have too many unspent, they turn into Dilithium. I have 33 I have no place to put and today's FE reward got converted to 2800Dil
I always go for the gear upgrade FE reward option. I can imagine where some people may be starved for specialization points, or even raw dilithium for that matter, but all those will come with time if you play consistently. Refined dilithium however is more valuable to me and I've still got a lot of equipment to upgrade.
