Why is this area off limits?

I am up on the Mezzanine level in Earth Space Dock doing some exploring. I approach a door and get a message that I am not authorized to enter the area beyond it. See the image I have attached below.

This door is located west of the memorial plaque up on the Mezzanine. Just what is supposed to be beyond that door and why is it off limits?

Thats the Dev room, there's a console in there that gives them any ship in the game.

It's behind the roof shuttle bay which is full of worker bees.
