Why the ship restriction on these? would it really affect the balance of the game if the KDF could put them on the flight deck raptor.. or another ship that has a hanger bay?

No it wouldn't. But we are supposed to buy elite versions of ship specific fighters and frigates every time a new ship is being released.
It would be nice to have the option to use any of the ships, minus frigates, in the hanger of our ships so that if you are a gorn or orion you could have your race specific fighter/shuttle in it. It would be nice to have the ability to get hanger-pets that use other enrgy/torp types than just your faction's specific kind, like if you wanted to have a fed fighter/shuttle/frigate that uses disruptors or plasma based weapons (I use a disruptor based build on one of my carriers, and would like to have a similar type on my pets.). even if this were implemented into the game as a dil sink via the hanger-pet vendor giving you access to more variants of the faction specific hanger-pets with different weapon types.
I myself was saddened to see the Gorn fighters restricted to the new ship. If you want to stick to disruptors your choice is either Orion slavers, which aren't worth using since commodities were merged, or Nausican stingers, which are... underwhelming. I can understand why BoPs are restricted, no issues there, but non-Fed factions are very limited in their choice of pets; Romulans have only one.
I'm actually hoping this is a bug. Every non frigate KDF hangar pet has been open to be used on any ship, even the Nausican Stingers from the Kolasi Siege Destroyer. Maybe @borticuscryptic or @crypticspartan#0627 would know?

if you get the thrai, we now have 2 options..... wooo.... yays.... and I think the KT Scorpions look different if you have the T'laru

I wouldn't sell the Elite Orion Slavers short: They're quick, they also have photon torps, mines and they still steal TRIBBLE of value: Prisoners, contraband and GQ commodities. Granted, not as often as they used to since the uber-nerf, but they still do. Plus, there's the added humor of seeing that you gained 350 ec from a Borg cube during combat!
The Slavers do steal commodities, my point was that since the fleet project changes these are now essentially worthless.
still can be turned into ec for fleets or echange or whatever. not any more useless than before change. hell even not counting that slavers can end up saving a lot of ec while your doffing.

this reminds me... I used S'Kuls that I stole from the Fek ship on my Kolasi.

There's only one true choice for the T'Laru to fill both hangar slots
I think limiting either pets or consoles to specific ships is silly. You still have to buy the thing, you should be able to use it's gimmick on your favourite.

This would probably help drive sales up too, getting more for your money.
Would not say that consoles should be fully able to be used on all ships, but expanding what ships some fo the consoles can be used on would be nice. Like with the kobali/Lukar anniversary ships that have a console for the science or command-cruiser ship sets, but can not actually slot the rest of the set. Having these an other unique consoles expanded to be able to be slotted on say all ships of their base class would be nice, as than some of the older unique consoles that are locked to a single ship type could be more versatile.

Actually...technically none...well the Dreads have the Drone ships and the JJTrek mining ships has it's own fighters...which are both exclusives...if Romulans don't fly those ships than our only options are aligned faction fighters or rep grinding.
Romulans literally have no exclusive general use fighter pets...
Can't have a honest conversation because of a white knight with power
Separation consoles are the only ones that can not reasonably be used on other ships. The most sensible solution would be to not make it a console at all and integrate separation into the ship. The set bonus could still be "three piece" by equipping the two other consoles on a exploration cruiser for example.

Making all consoles universally accessible also leaves questions like the Scimitar three piece set. Cloaked barrage will do nothing on a fed ship with no cloak. And the set bonus Thalaron pulse would likely look ridiculous charging up from the deflector.
If we say within faction. Then things get better. Though I suspect every fed ship will suddenly have the cloak console. Which I would be all for if only to put one on my Wells. (Crossing fingers for T6)
