The one thing I'm wondering is what type of ships will be flying the exterior patrol once you unlock it. If we go off of the image that they showed with the announcement, they would be 23rd Century ships (TOS era), which to me would be odd story-wise, considering that K-13 was rediscovered in the 25th Century.
This blog post is a bit of a mess, including the art since K-13 patrol ships will hopefully be modern.
They'll most likely be all TOS-era ships with not a single STO-era ship in sight, just like the officers aboard K-13 itself.
You can argue that maybe the few modern federation officers present wear TOS uniforms to make the survivors more comfortable. Especially as they are apparently reviving the survivors in stages as your fleet buys them time allows.
But ships don't make sense since the K-13 logs say that all they had was an impulse-only shuttle or two. By the 25th century there shouldn't even be flyable TOS ships left to take out of mothballs.

More likely it would just be the TOS crew dressed that way unless a TOS officer is in command that can't let go of the past.
TOS ships wouldn't make sense, but the STO Devs never cared about making sense before.
