The proof ? When Phillip Crey pops up, don't close the window, just move it over (if need be) to hail Q. The window stays where it is, the dialogue box to "exit" stays exactly the same, the only thing that happens is Phillip's image is replaced by Q's image. Only after closing that window and hailing Q again does he show up and provide his normal dialogue boxes.
Further proof ? If you hail Q first, and then Phillip Crey pops up, Q and his dialogue disappears and is replaced by Phillips image with the only dialogue option available being "exit".
Phillip Crey and Q cannot exist in the same area at the same time. No matter which one appears first, if the other appears they appear in the exact same location as the previous one, replacing them.
So, Phillip Crey and Q are one and the same.

Cryptic could easily troll us by having Crey say something like "type /i-am-Q and 10 lock box keys will be added to your inventory." No one would ever notice.
