torps will not fire (xbox one)

i am attempting to do a torp boat build using the kor as a base but whenever i try running more than 1 launcher on the front of my ship only one fires but all four go onto cooldown, this issue is compounded by the bug that crept in over christmas where the torps do not fire when the button is pressed and you have to mash it several times to get it to fire ( this useually results in you overshooting your target in cqb and the torps dont fire anyway due to haveing lost lock), what happend during the winter updates that caused this incredibly annoying bug and why can you not run multiple torps?
