Duty officer roster not showing full list

I have a character with 200 duty officer slots, and I cannot see my doff's
The tab shows I have three in the Brig, but when I click on the Brig tab I don't see the doff portrait. The same goes for Passenger. I clicked reset and verified that none of the filter options are selected.
When I click on Officer Roster (198), I can see maybe 11 total out of 198. Again, none of the filters are selected and I've clicked RESET multiple times.
Any thoughts?
