Photonic Fleet should work like the TNG episode Peak Performance where they created a short term confuse effect. Having thanky holo ships that can shoot and do a small amount of damage is too silly and too unrealistic. Where are these holo ships getting power to fire weapons from, how are they firing torps? How do they have shields and hull points. It's just too dumb to think you can make ships appear like magic and fight for you, why not use a billion holo ships for every battle if they can do that. If they changed Photonic Fleet to a short term confuse effect where the ships didn't do any damage but confused the enemy it would be much more realistic and more in line with trek cannon. Have them so they confuse and are gone after they have been each hit once, confuse effect lasts until the trimmer runs out or all of the holo ships have been hit by a weapon. Ideally it would work as a confuse effect that last for 5 seconds or so in combat.

BTW, confuse effects are useless.
You'd have more of a case to argue if you faulted the ability of Feedback Pulse to return more than 100% of incoming damage. That's just ridiculous and indefensible.

What have you got against Science captains, anyway? Without Photonic Fleet coupled with Gravity Well, Sci captains would have a heck of a time soloing when it was required. How is this any less realistic than being able to repair a teammate's ship with (apparently) little more than moonbeams and happy thoughts by clicking on Engineering Team?
I'm pretty sure every Crowd Control archetype in every RPG ever has an "illusory foes that cause damage" power, and this is just the STO version.
Robbing Science captains of damage to suit your particular interpretation of C-A-N-O-N is not good for archetype balance in the game. Their non-tactical abilities are there for a reason.

Don't assume that if it doesnt work for you.. it does not for others. My SCI and my ENG LOVED it and if used "properly" they can do heavy damage.

Science: Pops Photo Fleet
Tac: Hits BFAW, nukes Photo Fleet INSTANTLY

Ok, change it to a confuse-like effect based around not knowing which target is real (which is what I'm assuming you were getting at), and watch my B:FaW hit you anyway ... it really would be pointless. I'm all for realism, but there are times in games when fun > realistic
