Fleet Dilithium Mine DOff Projects not letting me slot proper DOffs

All but one of my characters is having an issue where certain DOff specializations don't show up as an option when attempting to fill out Mine Dilithium Motherlode and Mine Motherlode of Valuable Minerals at the fleet dilithium mine. Video:

Now let's follow along!
Talk to the Foreman and select Mine Dilithium Motherlode
Scroll down to the Explosives Expert slot. EMH Mk1 is slotted.
Click "Select" to change to one of my actual Explosives Experts.
That specialization is not listed. Since it matches the slot, it would be at the top. Instead it's not there at all. Not even alphabetically. It goes Entertainer to Fabrications Engineer.
Switch to Roster tab and click the Specializations drop down menu. Scroll to Explosives Expert. It's already selected. I have 5 of them available.
Speak to Foreman again and select Mine Motherlode of Valuable Minerals
Scroll down to the Geologist slot. EMH Mk1 is slotted here too.
Click "Select" to change to one of my actual Geologists.
That specialization is not listed. Again it should be at the top, but it's not on the list anywhere.
Switch to Roster tab again and click Specializations drop down menu. Deselect Explosives Expert, select Geologist. I have six available.

I have 5 characters and they each have a different combination of DOff slots that aren't functioning correctly, except for my main whom is working normally.

Good catch. Unfortunately at that point in the video we're looking for Geologists, not Explosives Experts. It does go to show that there are valid EE's available to be slotted, but they wouldn't be the right specialization at that time.
