Cannot begin Secrets of the Ancients b/c I can't receive the mission that lets me into the ruins. I had little luck getting other missions. The intro that plays with the first beam down to New Rom plays every time I beam to New Rom.

The only New Romulus mission I managed to take today was the Epohh one, all others refuse to give me missions, there isn't even an option with a countdown timer. And the cutscene keeps playing every time I beam down.

Hit tier 5 on Rom rep. Got secrets of the Ancients and can't start it. I go to the underground ruins and nada. No glowie entrance.

Actually it seems it ended up being that a New Romulus mission requirement has been added. It used to be you could run just the Rom reputation and then do the final mission after hitting T5. I just ran the whole series of missions unlocking each one as I went on the planet and it finally opened up the Underground Ruins mission. I guess I missed that in the patch notes. Oh well.

You have to get into a state in which you are able to (re)take the last mission (even if by replay) or have it in progress.
(Re)take/Replay it then if not in progress* then. (accept by J-> Episodes -> NR and do/skip what you can in NR line before the last quest to get to the last one.)

How to reach this state - for that I may likely not be accurate at all (anything bellow may be very inaccurate), since I arrived to NR (only with Feds) and did things there before the patch and already had some reputation advanced or completed, and sometimes even all missions including rep missions. So trying in general to explain:

A way to do so may be, check if first non replayable mission is done on J-> Episodes -> New Romulus line is done, do it if it isn't,
(to do it (like other said) go to Quinn office if Fed/Romf, or the matching place great hall or something like that in Q'uonos near security officer for KDF/ROMk (or somewhere on DS9 for both factions), and talk to Romulan ambassador, if hadn't yet, to be sent to NR and then talk to people in staging area as needed and do staging quest as needed etc,)

Press J->Episode->New Romulus and accept then do/skip any mission non done there until and including the last one (some may possibly be in progress or in cd) and do staging quests as needed etc, also you may have to interact with consoles if you are t1 on NR and hadn't done that yet and having that quest. Beside 1st mission, gray quests without button in the middle of the line while lower quests can be taken or replayed may mean in progress*/in cd quest.

Note that quests on New Romulus are not auto hailed now when completed, you have to hail manually once completed to get the reward, and take the quests which are available on that line from J->Episodes->New Romulus and not by the NPC like before.

I don't know if NR line itself has any requirements to be done at all before it's done, SOME SAID IT DOESN'T REQUIRE ANY beside being level 50 (and now better also talk to Romulan Ambassador then to be sent to NR), but just in case you may chose to do/skip any generally blocking quests above. If you are a ROM KDF, talking to Obisek and possibly even doing/skipping the all lines starting from "from the ashes" and up to and including level 27 quests might be included, this I really don't know.

*Quests in progress (this may be pending edit): (May be gray in jurnal line with replay button off too.) If I recall correctly NR and NR rep quests might be scattered in: current map (dailies/non rep?), New Romulus and possibly also assignments with no locations. Check also if your quest is ready to be hailed.

Available quests may appear not only on J->Episodes->New Romulus, but also on J->Available tab.

I'm having the same issue where the new romulas cutscene issue keeps replaying everytime i beam down for a mission.

I have completed the New Romulus story arc and still cannot complete the reputation missions.

For me I had to finish other story arcs, after the Borg Advance arc I received a hail from New Romulus that opened up a mission. Turns out this mission was a prerequisite to the other missions I was receiving as I achieved each tier in the Romulan reputation. I was not able to complete any of those missions previously but this rectified that.
So try finishing other story arcs til you receive a hail from New Romulus with the introduction mission.

To make a long story short, some notes beside what was said, though there may be an overlap.

You have to be in state of being able to (re)play the new romulus arc missions. (J->episodes->new romulus)
For example, the last mission in NR arc is tier 5 mission as far as I know - (re)take and do it if you have t5 in NR reputations. You have to complete it as far as I know after tier 5 even if you completed it before. It opens the same "instance" as tier 4 did. Do that instance after you have tier 5.

In general missions may be open within NR line as you reach the tiers. But sometimes missions may need to be done/skipped before that. Sometimes there are pre-requests which might be obscure.
And don't forget also the console within the saging area for tier 1.
