Unable to complete mission: [Promotion]: Lieutenant General (KDF)

So, I've been leveling a KDF alt, primarily using the DOFF system and occasional DS encounters. I finally hit 50, I received the mission:
[Promotion]: Lieutenant General.
with instructions to return to Chancellor J'mpok, who would acknowledge my service to the Empire and etc. etc.
So, I go to see him, as instructed (return to Qo'nos >> First City. However, once there, I have no way to speak to J'mpok. There's simply no dialogue options. He simply tells me to talk to the battle masters to see how I can serve the empire.
Things I've tried:
- logging in and out.
- Looking around the area to see if I need to speak with someone else or click on something.
- signing out of arc.
- restarting computer.
- looking for other quest givers in the area (nothing obvious)
I've played another KDF Klingon captain, and never had this problem.
Now, mind you, I don't think I've done anything since the last mission of Vigilance (I just couldn't do the temp ambassador mission again at the time.)
So, are there key missions that I needed to complete before this in order to meet the requirements of Lt. General? Something else I'm missing?
I spoke with a GM, who recommended that I submit a bug report.
btw- I'm a lifetime member, and have never had these problems occur on 3 other toons.
Thoughts? Any input would be appreciated...

The solution would be to go somethere else outside of the Great Hall & then return there.
If that doesn't work, try transporting to the Academy, Shipyard or back to your ship and then returning to Qo'noS.
@inferiority: I did go to the great hall, or the place where j'mpok was at. I received the mission when off planet and returned promptly to finish. But, when arriving on planet, the 'go to qo'nos, first city' disappears, but the mission stays the same.
And I still don't get any option to complete the mission once in the hall, though the various dialog boxes seem to suggest that all the chancellors are pleased with my performance.
I did got to the shipyard, then back. Nothing. Academy, ship then nothing. First city, shipyard, then back, as well as shipyard to ship, then FC. Still nothing.
I partially suspect that there might be some mission that I'm supposed to finish, but never have. BUT I have no way of knowing what that is...
Anyone else have any other ideas?

So, it is perhaps as I figured- there might be critical steps that the game needs completed before resolution of certain missions, like this. Perhaps a wiki page should be made...
