Shield Absoprtive Frequency Generator

AKA as the Valdore Console comes off the T5 Valdore Heavy Warbird. My friend and I were testing it today in the briar patch and noticed it heals way more than the tool tip says it would.

The warbird dealt a total of 2,300,000 energy damage but the console healed a total of 3,100,000 shield points. I imagine even if I was able to maintain 50% resist (highly unlikely) that his total energy damage would have been 5,000,000 but the tool tip says the shield heal has a 2.5% proc chance. We also noticed his shields would instantly regen if they ever went down.

It seems like the console is giving considerable more healing than intended. My friend says that with it he never has to use any other shield heals in any game content. He was in a T6 scimitar.

Noticed this post about it when doing a google search:

There are multiple things that make this console do more than 2.5% of outgoing weapon damage as healing by design. One of them is that the console heals that magnitude to each shield facing, which will make the healing appear to net 4 times more than it should. Additionally, this healing is scaled up with ship tier, which is a 3x multiplier in a T5 or T6 ship, and other outgoing or incoming shield healing bonuses. Finally, it is based on pre-resistance outgoing damage, and in PvP I would expect your resistances to be positive.

It seems unusually strong in the healing department compared to anything the other factions have access to.

Actually, getting that random does damage instead of shield heal fixed would be kinda nice.

I have never heard of this. What is leading you to believe that this occurs?
