Please do apologize for my previous response. I can assure you that is not a scripted response from me. I've read through your message and I can guarantee you that I am not a robot. Apparently there's a currently known issue regarding the Bulls by the Horns Mission. We've just recently confirmed reports of players having the same issue.
What I could suggest for you to do is check the forum from time to time and see if there's any updates or announcement for a possible fix. For now I cannot give certainty or a timeframe when will this issue may be resolved in the future. Also I highly suggest that you post this matter via the Forum link I will provided.

So on one hand I respect that the GM read through my response and verified that there was a problem. On the other, I wonder at how CS is done at PW that they don't send someone into Holodeck to verify this upon the apparent first report. I'm still on the fence about the response only because it looks exactly like a few I've received in the past:

I cannot believe this is what passes for customer support at Perfect World. My problem is that I am stuck at the distribute rifles section of the Bull by the Horns mission. I cannot talk to the Ensign who is setting up the targets...because she never sets them up, only goes through the motions. I cannot talk to anyone. I've swapped characters. I've logged in and out. I've recreated my characters at least three times. Every time I get stuck at that point. I've run about every area of that planet and still there is no progression. The guy from the shuttle craft has a rifle and just stands there. I've run about him. Muller does nothing, the others do nothing. I've tried firing the rifle I picked up in shooter mode - still nothing. I sent two bug reports in. After all this, I get this as a customer service response:

Also make sure to follow the objectives precisely and if you got stuck, kindly log out and wait 5 minutes before logging in. This will transport you back to your last checkpoint so that you can do the objective again.

You cannot be serious!?!! This bug is not new, it was supposedly fixed. Now it is back and CS has the gall to tell me this isn't a game play issue. What do you call something that prevents you from moving forward?
Perhaps it is because this is exactly what i had thought I would get for CS from this game, a game I've played since launch. A game I bought a lifetime subscription for that I've finally lost what patience I've had. If you would have said its a bug, will be fixed I would have though nothing of it but you treat this like some sort of game secret that your mechanics and code do not work. You place the blame on me the customer. I should not be upset, I should not be surprised and yet...here I am.
Shoddy. Shameful. And another four letter "s" word which I will refrain from sharing here.
So yes, I am not satisfied with this response. Yes, I've gone to the forums per your suggestion. I would enjoy your game if it were not broken and thus preventing me from actually playing further. Your CSR/Game Master whose name begins with M is terrific at sending general canned responses. I will respond to this ticket you betcha.
