Tier 4 Diplomacy - Boff from other faction?

When you hit tier 4, one of the rewards is supposed to be "Access to a single bridge officer candidate from an enemy faction"

How do I get one? and can it be a Romulan Boff since I got the Klingon one as a reward in game?

    If you're Fed(or Rom/Fed) you get a Nausicaan, Orion or Gorn. Not sure about KDF, Might be Vulcan/Human/Andorian?

    A Nausicaan would be fine, as well.

    Where do I go, to whom do I speak, how do I claim the Boff? I can't seem to find it anywhere.

    I forget, but did you try the diplomat near Quinn (not the Romulan) and the boff vendor by the training vendor on the floor below?

    Maybe the one by the fireworks & suit terminal in between Quinn and the Contraband Kitty?

    How and/or where does this mission begin? Or at what level? I read somewhere that a couple of the Diplomacy tiers got scrapped, or nerfed or removed, so is this even still possible?

    Diplomacy now exists as part of Doffing. So once you get to T4 in the Diplomacy doff track you qualify to pick up the boff.

    There ARE some actual story/daily missions that reward dip CxP, but not many. IIRC doing the non-violent method of resolving the clan dispute at Acamar is one, there's also the Vulcan "Ancestral Sin" daily.
