ATES Causing Massive lag spikes with Borg command ships

**Note**: I'm already aware this issue has had similar reports before, but due to the significant effect this has on gameplay, it is worth repeating, especially when I have identified a particular Borg NPC ship that causes the problem 100% of the time...
The Anti-Time Entanglement Singularity space power from Tier 5 Temporal Defense reputation causes massive lag spikes for the full duration of the power whenever it is used against a Borg Command Ship (the "hot dog" boss ships at the end of Borg Red Alerts and also in Hive Onslaught). I have replicated this issue without fail in many Borg RAs across the Beta and Alpha Quadrants, and in Hive Onslaught, as well as with a standard Fed character, and an AoY character too.
