vulnerability locator vs harmonic resonance relay

which console helps DPS more? The reason I ask is because while vulnerability locator improves crit hit for all weapons, harmonic resonance relay gives additional armor penetration to each weapon. A lot of players specifically look for weapons with (pen) traits added to them, which is why I wonder if the increased armor penetration is worth giving up a vulnerability locator.

    Im sure there is someone who knows the math but in my personal experience I wouldn't drop locators unless your going for a sci build.

    Um..Typically..it is not worth a locator. But if your looking to make a Armor Pen Build here are all the current things that grant armor pen temporarily or while active.
