I have a Lv30-something TOS/AOY character. So I jumped onto other older characters to check options at the tailor:
My Fed Andorian does have the TOS Andorian head options under the Head Type pulldown menu. No TOS antenna options like the new mandatory female Andorian TAC BOFF you get.
I don't have a Telerite character so I cannot confirm for options.
Tellarite BOFFs have no TOS options whatsoever, can't check my Tellarite character in the foreseeable future as I won't be able to play, but I assume it's the same here.

So i leveled a TOS Tellarite to lvl 10 and when he was at the 25th century ESD tailor he did see a unlock of sorts to choose from 23rd or 25th century Tellarite heads and glossy eyes but that was it. No costume, hairstyle, hoofs, ears....

The cosume is c-store, the eyes and head is everything that's supposed to be there. But it doesn't work for BOFFs it seems...

Geko used the word costume. I took that at face value.
Technically the appearance you create with the editor is a costume, from face over body to the uniform. The clothes are technically "uniforms", so I suppose when he said costume he meant it in that way. But the Tellarite or Andorian costumes (as in clothes, uniform) are store items you have to buy. In case of the 'rites, they don't have hooves in STO at all but use generic hands probably so the animators can save on modelling all animations using different hands. I would like a barefoot option for Tellarites representing a sort of cloven hoof as well, but meh.

Personally, I believe getting "TOS Gorn Head" can be hazardous to ones 'kadoodlebob'...
But if one likes to 'live on the edge', I can't think of a more dangerous way to do it.
