I'm fairly new or acctually returned to STO after years away. Played back in 2010. I have bought 6 R&D Bundles with 4 in each and opened all 24 and not gotten anything but some Lobi Crystals and the purple R&D Packs with the other stuff in (I think the ships drops when You open the first R&D boxes not the purple ones). At least The Lobi Crystals dropped directly from those.
So not sure I'll buy anymore as it's 6x800 4.800 Zen so far and nothing of interest. I have seen videos of people having both the 23rd Century Connie and Klingon T7 Battle Cruiser but Lottery has never been my thing. Not sure if they acctually manged to open boxes and get them or bought them on The Exchange.
Hopefully it's not because my characters that have tried are not Level Cap Admirals ??? If so I have wasted my Zens totally pointlessly.

If you had sold them on the exchange instead of opened them, you'd be far more likely to get one. At a drop chance of 1% you shouldn't be expecting anything after opening only 30 boxes.
The questions I am asking myself is if the devs did even consider the possibly of people not wanting the ship on one hand, and giving it away for the current limit of 750 mil on the exchange on the other hand. Not that I really mind, everyone to their own business, but just out of curiosity, how would the devs value such an item, with such a low chance of getting it, converted into EC?
Yes, it's random, but the odds are 1 in 100 per pack. More than half of all people who open 40 packs will not get a ship.
So don't open packs, unless you open a couple and treat it like lottery tickets where you know you won't win. If you want the ship and are willing to spend $150, SELL PACKS ON THE EXCHANGE.
Got one from 13 boxes.....happy enough. However, it's way over-powered for a ship of it's size!

I believe I recently saw a Thread where someone opened 10,000 R&D Promotion Packs on the Tribble Server. The results were 126 Ships or about 1.26%. That of course assumes that the drop rate on Tribble is the same as on Holodeck.
You may have seen more drops early on because the Professional Private Sellers opened up hundreds of Promo Packs to get those ships out quickly into the Private Sale market to maximize the sale price.
