When the Federation and the Krenim were working out how to destroy the Iconians in our "Prime timeline" in the mision the "Butterfly" and that is a big part of why they (The sphere builders) started a multidimensional rampage that has lead to the temporal cold war and the ever repeating horrors at the battle of procyon 5.
It was the Federations fault all along.

Of course, Noye is TOTALLY innocent since he was the one with other Krenim who pushed the Alliance to use the weapon ship, despite our unwillingness to mess with time, and the one who told the Sphere Builders it was the Federation's fault despite having for sole evidence a recording of her wife from another timeline who wasn't even saying bad things about the Alliance.
You want a culprit? Start with Noye who never accepts his responsibilities and is a huge hypocrite regarding the use of time travel and the Sphere Builders themselves for not stopping their experiments that are resulting in many UNIVERSAL-sized destructions.
But would Noye have taken the timeship from the alliance to save the Tutarians if the Alliance had not provked his emotions by accidently deleting the love of his life from time itself.
With Noye's interference pushing the Tuterians to become the vengeful time demons known as the Sphere builders.

I know it is an alternate Noye, but that still doesn't change the fact that while many people are responsible, directly or indirectly, of this mess, saying only the Federation is responsible is incorrect.
But Sela only existed because of a paradox involving Tasha yar and the enterprise.
Hard to believe the coolest captain in star trek is to blame for all of this...

If he hadn't killed Tasha Yar in the prime timeline, Tasha Yar in the Yesterday's Enterprise timeline wouldn't have decided she had to have an honorable death and ended up on the Ent-C in the first place. Sela would never have been born and would not have started the Iconian War.
It's Armus. Totally. Except that if the original inhabitants of Vagra II hadn't created him in their experiment to evolve into a higher lifeform, he wouldn't have existed either.
So it's the Vagrans' fault.
What keeps the Alliance together is a mutual enemy to focus on.

The plot attempts to recreate the story of Annorax, but fails. Annorax was temporally shielded himself, he actually remembered his wife that got accidentally erased. Noye having the same kind of reaction to a computer file is completely implausible. Dude's obviously insane.
Agreed. Noye was an obvious problem from the moment we met him. and thanks to us, 'history' was allowed to repeat itself.
