Why can't I train my bridge officer???

My tactical COMMANDER already knows "Target Shield Subsystems 1" but I can't train him in "Target Subsystem - Shields II" (Slot Lt.). Is it because the manual is uncommon??? Do I need to push some other button buried in another menu somewhere else??? It would be great to right click a manual and either have the training happen, or else get an explanation of what needs to be fulfilled first. But that's clearly a pipe dream with this game.

Since this game is oh-so-well documented, and the help dinks keep asking for screenshots that show exactly the same thing I explain, can anyone who knows what this TRIBBLE game wants to train him explain it to me?

P.S. - just got the EXACT same problem when I bought training manual for my Sci officer: Hazard Emitters II . She's a commander also.

    If you have that Manual in Inventory and the Character is promoted, when you go to that Character in Skills and click on the Lieutenant spot the Skills with Manuals available should be highlighted.

    Now, I think that there is some bug where you can't train your Boffs in certain locations. I believe I had that problem when I was in a Bridge view.

    Do you have the Manual in your inventory or bank?
    I noticed I couldn't Train a specialisation if the Manual was in the bank - for whatever reason
    18 characters
    KDF: 2 tacs, 2 engs, 3 scis
    KDF Roms: 3 tacs, 1 eng, 1 scis
    FED: 2 tacs, 1 eng, 2 scis
    TOS: 1 tac
    all on T5 rep (up to temporal)
    all have mastered Intel tree (and some more specs Points)
    highest DPS: 60.982

    This was the solution; thanks! NO help from gamemasters, since they need a screenshot that shows exactly what you explain using text.
    Since an intelligent design -clicking on the manual to bring up the training window- DOESN'T happen.

    Click on the manual to bring up the training window ........ such an obvious and easy solution. I click on the manual for the Commander level engineering ground skill that I have and of course the game is going to know that I wish to train my Android engineer Boff and not either of the two Human ones or the Vulcan one, because the game knows that I plan on using the Andriod and Vulcan on my away team and not the Humans and that the Vulcan already has a Commander skill I plan on having him use, whereas the commander skill my Android has is one I personally don't care for........

    like it's so hard to make a list of officers you can select? Especially when most of the time, you have only ONE to train anyway?
