  Yes. I'm not sure why but I think it has something to do with the "Overflow of the Overflow Bag".
  
  I "stored" most of my Reputation Equipment Requisition Packs in the Overflow Bag. At some point there was a change (or Bug), that prevented anyone from opening Packs in the Inventory, if you had unopened Packs in the Overflow Bag. This seems to be solved now for most players, however, it wasn't solved for me (probably because the Overflow was too excessive).
  
  And after the Crystalline Event, I ended up with even more Packs in my Inventory and Overflow Bag, that I couldn't open.
  
  For the Summer Event, I moved or discarded one item from the Inventory, and did the Daily only. And I completed the Event Reputation project on my main toon only, with one free Inventory Slot, but still unable to open any Packs/Boxes, when I claimed the Summer Event Ship. And I got the "Unlocked for all characters on the same Account" gameplay announcement, so I didn't worry, or check.
  
  Last week, _after_ the Summer Event ended, I started freeing up space by vendoring many items, moving some items across the account bank, and discarding many, many of the Requisition Packs, I couldn't open. At some point the Overflow Bag was "small" enough, that I could open up again Packs/Boxes in my Inventory (still, with many more Packs in my Overflow Bag).
  
  At this point I decided to open up the pack with my Vorgon Xyfius Heavy Escort. And indeed, I did get the Ship, and the Admiralty Card. But I'm not able to re-claim it. And I'm not able to claim it on any other character on my account. On the Event Reputation tab, however, I can still see and slot the "Exchange Voucher for Marks" project (on all characters), which you get after completing the Ship Prize project.
  
  So, yes. Something went probably wrong with the account unlock, when claiming without enough space in the Inventory and/or an excessive Overflow Bag... :-(

  This has been reported several times. My report and is due to something they broke in the patch. My suggestion is to file a bug report. They should fix it someday is what I'm told.
