Can't Start Rom Rep Mission: Secret Shuttle Codes

I've completed all the prereqs: being correct level, rep tier and previous rep missions and scenes. I have the mission, but am unable to enter the pass. Also cannot drop the mission. Though I don't think you can ever drop rep missions. Any help or suggestions would be great.

    Near the transporter, talk to the romulan, he gives you a mission, and that gives you access to the shuttle codes mission. They really should add more information to that mission, it confuses every person who does it for the first time.

    Did that too. It had been so long since I ran it that I looked it up on the wikia. Still no go. I don't know what is going on with me and maps lately. I had to change instances earlier because my beam out option was gray on esd and the transporter wasn't working.
